KSPC enforces section 46 of Pharmacy Act to make uniform mandatory for working pharmacists

In a move that may bring a major change in the overall performances of the working pharmacists in the state, the Kerala State Pharmacy Council (KSPC) is gearing up to strictly enforce section 46 of the Pharmacy Act 1948 from January 2012 onwards, under which no pharmacy outlet will be allowed to work without registered pharmacists dressed in uniforms.

As per the Act, every working pharmacist, whether in government sector or private sector, has to follow the code of conduct prescribed in the act, said K C Ajith Kumar, president, KSPC. He said this is in addition to the reform being implemented by the council by enforcing section 42.

With the implementation of section 46, uniform for pharmacists working in the pharmacies of hospitals and medical shops will become mandatory. No pharmacy outlet will be allowed to work without registered pharmacists dressed in uniforms.

“We have started the programme in certain areas of some districts tentatively, and it will be implemented in all the 14 districts from January onwards. Notices were already issued to all the hospitals, clinics and medical shops. Practical training has also been given to 17000 working pharmacists in a period of 10 months. The state drugs control department has also agreed to co-operate with this mission of the pharmacy council. Soon Kerala will become the first state in the country with all working pharmacists clad in uniforms,” Ajith Kumar told Pharmabiz.

He said the pharmacy council has chalked out a training programme for registered pharmacists and it will commence from March onwards. All the employed and unemployed pharmacists can join the three months program which will provide practical training classes for managing a drug store, retail dispensary, billing and management of clinical pharmacy. All graduates and diploma holders of pharmacy can enrol for the course with a nominal fee.

“The fresh graduates of pharmacy are not efficient to run a pharmacy or retail shop without training. Our advanced training programme will equip them to manage a store and provide the technical know-how required for better clinical and store practices. The first batch of the program will comprise 50 pharmacists and the duration of the course is three months,” the president of the pharmacy council said.

With this goal in view, the pharmacy council has established an institute for advanced training course, and in the end of the course a certificate will be issued to the participants.

Regarding MACP

As you know that Railway board is not acepting our case regarding the MACP (recently meeting of MACP held between Railway Board and federations)and treating 2800 to 4200 GP as first promotion that means there is know clear cut order of Fast Track Committee and know body is trying to understand the matter according to my view that nothing will be going to be good for us.I have a one idea if you think it is right then we should start it nationwidwe.

According to my view every Pharmacist of this country either a student or Serving in  any organisation should ask a question through RTI from both the ministry DOPT and Finance Ministry regarding the recomandation of Fast track committee.if you think it will good then prepare the question and same question will be asked by every Pharmacist of this country.

PCI soon to release new education regulation with focus on science-centric curriculum in D Pharm

The Pharmacy Council of India (PCI) will soon come out with a new education regulation 2011 to update the syllabus of Diploma in Pharmacy (D Pharm) which is to be implemented from next academic year. The Council has completed the preparation of the syllabus and will now submit the same for clearance from the ministry of health and family welfare by the month end.

The last regulation was implemented in 1991. Going by the changes in the pharma sector, we need to upgrade the education standards of D Pharm as the industry is looking for candidates from this specialization,  PCI president Dr B Suresh told Pharmabiz.

Although PCI has mandated the need for B Pharm as the basic qualification for entry into the industry, there is considerable demand for diploma holders not just by the pharmacy trade but by the industry too.  The current pharmacy education regulation is almost two-decades-old and the practises are out-dated.   This called for a need to revise the existing  pharmacy’s education standards  with the  inclusion  of the latest industrial and hospital  pharmacy practices, he added.

In order to address the challenges of international quality by 2020, there is an urgent need to restructure the pharmacy education and scope of pharmacist and reengineer pharmacy education.  This is where the revised pharmacy new regulation 2011 will give a fillip to the standard of syllabus and course curricula, said Dr. Suresh.

In this regard, PCI is looking into devising  a  competency framework to ensure a quality assurance system, and building academic and institution capacity, among others, he informed.

“Pharmacy educational systems and pharmacy institutions which are  designed for a by-gone age have to realize the need to reshaping into learning organizations, where conversations on how actionable change is brought about in a global perspective, that benefits the learner and teacher, customer and expert, have become more important,” said Dr. Suresh.

India has experienced an expansion of its pharmacy educational centres but an uneven distribution has left poorer states with proportionally fewer colleges and the quality of the education is variable. Presently pharmacy education in the area of D Pharm has 660 colleges with an effort to increase to 72 additional colleges taking the student strength from the current 39,147 to an additional 4,280 taking the total number of candidates to 43,427.  In B Pharm, there are 837  colleges with an additional 423 coming in which would take the total from 36,238 to 61,573 candidates.   There is considerable  interest evinced by the industry to hire D Pharm and B Pharm candidates.

As clinical services provided by pharmacists are fairly new to India, which has traditionally been industry-focused in its pharmacy degree programmes, there is also a shortage of clinical pharmacy trainers. There are approximately 50 pharmacists per 100,000 people at present, with a large urban-rural disparity.

Therefore we need to expand the D Pharm candidates who are currently manning pharmacy stores. Moreover, keeping in sync with the Pharmacy New Education Regulation 2011, we need to fit in community pharmacy not just for drug dispensing but also with focus on community and industrial pharmacy.  The curriculum will move from patient-centric to science-centric  touching up need for drug safety.  In fact, the 2011 regulations will arm the D Pharm candidate with confidence of authority to create an indispensable  role in the healthcare space, said Dr Suresh who is also chairman, scientific body, Indian Pharmacopoeia and Vice Chancellor, JSS University, Mysore.

Everyone to be screened for cancer, diabetes in 5 yrs: Azad

The government plans to screen the nation’s entire population in next five years for cancer, cardiovascular disease, diabetes and strokes for early detection and treatment of the ailments, health minister Ghulam Nabi Azad said on Tuesday. He said during Question Hour in the Rajya Sabha

that a pilot project has been launched in 100 districts of 21 states for prevention and early detection of cancer, cardiovascular disease, diabetes and strokes.

 

“India will be the first country in the world to screen the entire population in next five years,” he said.

Under the pilot project, the government has provided equipment and human resource for detection and treatment.

“As per the latest estimates of Indian Council of Medical Research, the prevalence of cancer in the country is about 27 lakh,” he said.

The incidence of new cancer cases every year in the country is about 11 lakh and about five lakh people die every year from the ailment, he said.

The government, he said, provides free cancer treatment for people living Below Poverty Line (BPL). Under Rashtriya Arogya Nidhi, up to Rs 1.5 lakh per case is provided as assistance to all BPL patients.

Further, the health ministry gives financial assistance in cases where assistance sought is more than Rs 1.5 lakh in each case. “However, this assistance is available only for BPL patients taking treatment in Government hospitals,” he said.

In addition, financial assistance is given to poor patients up to Rs 50,000 in each case, Azad said adding that during the current year, 2,202 cancer patients have been given financial help.

Guj FDCA recruits 59 more drug inspectors, totalling 84 in state

The Gujarat Food and Drug Control Administration (FDCA) has completed the recruitment of 59 drug inspectors (DI’s) in the state. With the appointment of these drug inspectors, the total number of DI’s in the state FDCA will be 84 the largest number of drug inspectors in any state.

The selection of the new drug inspectors was done in phased manner with 32 drug inspectors being selected earlier in mid- October. Whereas, in the second phase, another 29 DI’s were short listed and selected based on their qualification and Gujarat MPSC test results bringing the total number of new recruits to 59.

The latest recruitment was a part of the initiative taken by the state drug authority to increase its staff so as to deliver and improve its services in the state. According to Dr H G Koshia, commissioner, Gujarat FDCA, “Our main aim is to ensure quality service to our public and that can be accomplished only if we have strong qualified workforce to meet the demands of the industry. Gujarat is a huge state which acts a base for many companies from the pharma, biotechnology, medical device sector thus it is important for us to equip our department to meet the challenges that comes with these opportunities.”

Further he added that considering the presence of a strong retail and wholesale sector in the state it was imperative to increase the strength of the drug inspectors to ensure proper functioning of their business without any discrepancies.

There are 25 districts in the state of Gujarat wherein the drug inspectors are posted according to the size of the district and also on the number of chemist shops present in the place. He said, “It is important to have right number of drug inspectors in an area so that their ratio is proportional to the number or chemist or retailers present there. This way we can ensure better public safety by having a constant watch on the activities that are being conducted in the state.”

Dr Koshia informed that to increase the efficiency of his department further, his office has already submitted a proposal to the state government demanding allocation of funds to recruit another 25 DI’s for in the 2012 state budget.

Delhi is first city to launch Hepatitis C screening

Delhi on Sunday became the first city in the country to begin screening for the `silent killer` Hepatitis C.

An initiative of the Delhi Government, the screening is being conducted at the Institute of Liver and Biliary Sciences (ILBS) in order to prevent the spread of the deadly virus that manifests after 15 to 20 years as Cirrhosis and liver cancer in the infected person.

As a preventive measure, hospitals in the city will soon have the latest specific measure — nucleic acid testing (NAT)– of all blood in order to reduce the residual risk of transmission of Hepatitis C, state health minister A K Walia said Sunday.

He was speaking at a function to mark the 14th World Hepatitis Day organised at ILBS Sunday.

“Since there is no vaccine against this life threatening disease, prevention is the only way left with us. Along with screening and NAT testing we have also decided to provide help of Rs 2.5 lakh to people whose income is below Rs one lakh and who will undergo surgery for liver transplant,” he said.

Dr S K Sarin, Director, ILBS said, “This virus takes 20 years to manifest. Testing blooad for the presence of Hepatitis C began in the year 1997. That is why we are also advising people who have undergone unsafe blood transfusion of any kind before the year 1997 to get themselves screened for Hepatitis C virus.

“A majority of those diagnosed with Hepatitis C are those who have undergone surgery or blood transfusion in the past or taken repeated injections. Health care workers, unsafe blood transfusion and babies born to Hepatitis C infected mothers and people who have undergone surgery in the past are at high risk of hepatitis C infection,” he said.
