Sub: Railway Service (Revised Pay) Rules, 2008 – Date of next Increment in the revised pay structure under Rule 10 of the RS(RP) Rules, 2008.

In accordance with the provisions contained in Rule 10 of the RS(RP) Rules, 2008, there will be a uniform date of annual increment, viz, 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.

 

2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.

3. On further consideration and in exercise of the powers available under RS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those Railway employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay structure on 1.7.2006 as per Rule 10 of RS(RP) Rules, 2008. The pay of the eligible employees may be re-fixed accordingly.

4. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

RESOLUTION

It is announced for general information that during the year 2011-2012, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight per cent) for the period from 1.4.2011 to 30.11.2011  and 8.6% (eight point six percent) with effect from 1.12.2011.

The funds concerned are:—

 

1. The General Provident Fund (Central Services).

2. The Contributory Provident Fund (India).

3. The All India Services Provident Fund.

4. The State Railway Provident Fund.

5. The General Provident Fund (Defence Services).

6. The Indian Ordnance Department Provident Fund.

7. The Indian Ordnance Factories Workmen’s Provident Fund.

8. The Indian Naval Dockyard Workmen’s Provident Fund.

9. The Defence Services Officers Provident Fund.

10. The Armed Forces Personnel Provident Fund.

OFFICE MEMORANDUM

4, In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

Central Govt. announces Ad-Hoc Bonus, Order issued.

New Delhi, Sep 13 (PTI) Ahead of the festival season, the Government today announced an ad-hoc bonus of up to Rs 3,500 to Group C and D central government employees and personnel of the armed and para military forces.

The government has sanctioned grant of non-productivity linked bonus (ad-hoc bonus) equivalent to 30 days emoluments for the accounting year 2010-11 to the central government employees (Group C and D), a Finance Ministry’s office memorandum said.
The limit for bonus is Rs 3,500, it added.
The bonus will also be given to all non-gazetted employees in Group B, who are not covered by any productivity- linked bonus scheme.
“The payment will also be admissible to the central Police and para-military personnel and personnel of armed forces,”it added.
Employees of the Union Territory Administration, which follows the central government pattern of emoluments and not covered by any other bonus or ex-gratia scheme would also be eligible for this ad-hoc bonus.
The expenditure incurred on this account will be debitable to the respective heads to which the pay and allowances of these employees are debited, the Finance Ministry said.

How to calculate the amount of Encashment of Leave Salary…

Here we have taken for reference the Office Order issued by Ministry of Labour & Employment, Labour Bureau dated on 23.09.2010.

In this order the department calculate the encashment of leave salary for 300 days earned leave for an employee, who retired on 31.08.2010. [As per the Rule 39(2) C.C.S. (Leave) Rules, 1972 - DOPT Office Memorandum No.14028-7-97-Estt(L) dated 7th October, 1997]

The Calculation of leave salary is as under :-

Earned leave standing at the credit on the date of retirement = 300 days.

Pay 16290
Grade Pay 4800
DA @ 45% as on 1.7.2010 9491

Total 30581

Calculation for 300 days…

30581 X 300 / 30 = 305810

Total Leave Salary admissible = Rs.3,05,810
(Rupees Three Lakh five thousand eight hundred ten only)

Temperature Maintenance in Pharmacy and Pharmacy Store

Sub:- Regarding temperature maintained in Pharmacy /Pharmacy st9re.

Sir I Madam,

As per Drugs and Cosmetic Act-1948, storage area for medicines should have proper ventilation and should be free from dampness. In schedule P of Drug & cosmetics Act, which deals with life period of drugs, the conditions of storage are as follows»
1. Antibiotics/injections/syrups/vitamins should be stored in a cool place having temperature between 10-25 deg. C.
2. Sera toxins and toxoid, other vaccines, anti-toxins should be stored in cold place i.e. a place having a temperature not exceeding 8 deg. C.
3. Capsules should be kept in a closed container at temperature not exceeding so deg. C.
4. where conditions of storage is not specified, it may be stored under normal room temperature.

Keeping in view the above provisions in drug & cosmetic Act, 1948, it has been decided that to maintain the above temperature the Air Conditioner may be provided in the Pharmacy I Pharmacy stores (where the medicines are stored).

It is therefore, requested to take necessary action.
This issues with the approval of the Medical Commissioner.

Govt announces bonus for non-gazetted employees

In a festival gift to non-gazetted central government employees, the Centre today announced a bonus of up to Rs 3,500 for 2009-10. All the central government employees in Group C and D and all gazetted employees in Group B who are not covered by any productivity linked bonus scheme will get bonus equivalent to 30 days emoluments, Finance Ministry said in an office memorandum.
The payment will also be admissible to the Central Police and para-military personnel and personnel of armed forces, it said. Only those employees who were in service on March 31, 2010 and have rendered at least six months of continuous service during the year 2009-2010 will be eligible for payment, it said.

Meanwhile, the Central Government also issued notification for enhancing the Dearness Allowance for its 88 lakh employees and pensioners by 10 percentage points. This comes as a follow up to the approval given last week by the union Cabinet to hike the DA from 35 per cent to 45 per cent of the basic salary of the central government employees with retrospective effect from July 1, 2010.

The increase in DA comes just a few days after the organised workforce was cheered by one percentage point increase in the interest rate on the provident fund to 9.5 per cent.

Subject:   Payment of Dearness Allowance to Centrel Government employees – Revised rates effective from 1-7-2010.

The undersigned is directed to refer to this ministry’s Office Memorandum No.1(3)/2009-E-II(B) dated 26th March.2010 on the subject mentioned above and to say that the president is pleased to decide that the Dearness Allowance payable to central government employees shall be enhanced from the existing rate of 35% to 45% with effect from 1st July 2010.

2 .     The provisions contained in paras 3, 4 and 5 of this Office Memorandum No.1(3)/2008 29th August,2008 shall continue to be applicable while regulating Dearness Allowance under these orders

3.     The additional instalment of Dearness Allowance payable under these orders shall be paid in cash ro all Central Government employees.

4.    These orders shall also apply to the civilian employees paid from the Defence Services Estimates and expenditure will be chargeable to the relevant head of the Defence Services Estimates.In regard to Armed Forces Personnel and railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5.     In so far the persons serving in the Indian Audit an Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditot General of India.
